REZONE/PLANNED DEVELOPMENT/PARCEL MAP

  • Z10-0009/PD10-0005/P10-0012/Creekside Plaza submitted by GRADO EQUITIES VII, LLC to request the following:
  • (1) Rezone from One-Acre Residential (R1A) to General Commercial-Planned Development (CG-PD) and Open Space-Planned Development (OS-PD);
  • (2) Development Plan to construct three commercial buildings totaling 30,572 square feet maximum;
  • (3) Tentative Parcel Map to create three commercial parcels and one open space parcel;
  • (4) Finding of Consistency with General Plan Policy 7.1.2.1 to allow development and disturbance on slopes of 30 percent or greater gradient; and
  • (5) Finding of Consistency with General Plan Policy 7.3.3.4 to allow a reduction of the wetland setback from 50 feet to zero, with portions of the development area within the required setback.

The property, identified by Assessor’s Parcel Numbers 327-211-14, 327-211-16, and 327-211-25, consisting of 4.32 acres (includes 0.22 acre of Forni Road Right-of-Way), is located on the northwest corner of the intersection of Forni Road and Missouri Flat Road, in the Placerville area, Supervisorial District 3. I, the undersigned resident of El Dorado County, California, ask that the Development Plan and Tentative Parcel Map for a proposed commercial center containing 3 commercial buildings totaling 30,572 square feet called Creekside Plaza on the corner of Missouri Flat Road and Forni Road be denied; that the request for a rezone from One-Acre Residential (R1A) to General Commercial-Planned Development (CG-PD) and Open Space-Planned Development(OS-PD) be denied; that the request to allow development and disturbance of slopes of 30 percent or greater gradient be denied; that the request to allow the reduction of wetlands setback from 50 feet to zero be denied; and allowing development area within the required setback be denied. I also ask that the county deny reconveyance of the road right-a-way along Forni Road to the developer.

I strongly feel that the proposed project will negatively impact aesthetics, existing residences, schools, biological resources, hydrology and water quality, the environment, land use planning, wetlands, and wildlife habitat with issues of air pollution, noise pollution, light pollution, soil erosion, water quality of existing creek, drainage issues, greenhouse gas emissions, traffic congestion, safety issues, utility and service systems issues.  Planning to enhance the quality of life in El Dorado County must be the first priority and was not adequately considered with this project.
